Disability Identification Survey Program
Disability is a part of biodiversity. Not all disabilities are visible. In some cases the disability is not even permanent. Rather, temporary disabilities are seen in various cases. Bangladesh is believed to have a significant number of people with disabilities. Most of the people with disabilities are victims of poverty and low income, according to various studies. It is the need of the hour to take effective initiatives to alleviate poverty and improve the quality of life of disabled people. To alleviate poverty and improve the quality of life, it is necessary to take targeted and planned activities to provide them with appropriate treatment, education and training. For this purpose, nationwide 'Disability Identification Survey Program' was adopted to identify the type of disability, determine the extent and determine the correct statistics of the disabled population. The survey began in May 2012 on a pilot basis to fine-tune the system's effectiveness before rolling it out nationwide. In the financial year 2011-2012, survey work was completed in Gopalganj district and Jamalpur Sadar, Barura (Comilla), Paba (Rajshahi), Morelganj (Bagerhat), Barisal Sadar, Chunarughat (Habiganj) and Fulbari (Dinajpur) upazilas on a pilot basis and a total of 12 upazilas and two UCDs. is done In the fiscal year 2012-13, except the upazila where the survey was conducted on a pilot basis, the initiative was taken to conduct house-to-house survey in the remaining areas of the country. Field data collection started from June 1, 2013 and primary data collection was completed on November 14, 2013. During the financial year 2013-14, the type and degree of disability of disabled persons covered by the survey by doctors nominated by the Department of Health and consultants of disability services and help centers under the National Disability Development Foundation. Assessment begins.
Guidelines for filling the interview schedule (form): Persons with disabilities who have not yet been covered by the Disability Identification Survey are requested to download the following interview schedule duly filled and submitted to the nearest social service office.
In the current fiscal year 2021-22, the work of survey enrollment and identification by doctors of disabled persons is going on.
The information of the disabled persons identified by the doctor is properly stored and in the light of the stored information, the work of creating a database is going on to ensure the overall development of the disabled persons. With the financial support of UNICEF Bangladesh, the information of disabled persons will be inserted in the database through web-based software.
Objectives of Disability Identification Survey Program:
1. Determining the number of families/individuals of the disabled population in Bangladesh;
2. Identification of visible and invisible disabilities in the country;
3. Registration and issuance of identity cards to persons with disabilities;
4. By preparing a data base containing information including pictures of disabled people, all the relevant information is utilized by all administrative ministries;
5. Facilitate proper targeting of the disabled population in various programs/projects of the government and targeting strategies; And
6. To ensure the welfare of the disabled population as per the National Policy on Disability.
